Research On The Cause And The Counter-measures Of Foreign-funded Enterprise's Illegally Divestment In China

Reform and opening up for more than 30 years, our country in attracting foreign investment has made a great achievement, the base infrastructure and laws adapt to foreign investment are progressing and perfect. But the illegally divestment from China was appear in 2003, and became blowout type appear in 2007. It shocked all of the nation and caused serious social and economic loss. This phenomenon reflects our country's missing problems in illegally divestment, such as policy and countermeasures. So it's necessary to research this phenomenon.Based on the theory of foreign direct investment (FDI), this article reviews the representative international capital withdrawal theory, and introduces the research status about FDI and illegally divestment at home and abroad. Then this article analyzes the current situation and characters about foreign-owned enterprise illegally divest from China recently, uses the "stimulate-motive" mechanism to analyze the cause of the illegally divestment, points out its decision thoughts, and introduces the main economic impact on employment upgrading of an industrial structure attracting foreign capital and exportation of China. And then makes an influence factors model of illegally divestment based on the empirical material of Qingdao. At last this article tries to make some counter-measures about the behaviors of illegally divestment.In conclusion, this paper considers that:international capital withdrawal is part of the global flow of international capital, is normal capital operation between countries, but cannot take the illegally divestment way; the stimulating factors of "opportunity" "problem" and "crisis" are causes of the illegally divestment in China; for the behaviors of illegally divestment we must have a rational view, timely correcting and preventing.
