With the start of the gradual opening-up policy and the rapid growth of China's economic, China's outward foreign direct investment has entered into the rapid development period. In 2008, China's industry-wide foreign direct investment amounted to $55.91 billion representing an increase of 111%. By the end of 2008, China's outward FDI stock reached $183.97 billion. However, from the situation of China's outward direct investment, there are still some problems. For example, the concentration of industrial and regional distribution of China's outward direct investment, foreign investment performance is low, the obvious regional differences of China's outward direct investment. Because Outward Direct Investment have technical effect, export effect, employment effect and economic growth effects, the study on the differences of China's regional outward direct investment and its influencing factors are particularly important.The article is based on the theoretical analysis of influence factors, refers to some domestic and foreign literature, combines the basic principles of selecting indicators, select a series of indicators which affect China's outward direct investment. And then use the factor analytic method to analyze the selected indicators and make comparative analysis of influence factors status of regional outward direct investment according factor scores and total score.Through the analysis, the article find that the main influencing factors are potential factors, power factors and structure factor. At the same time, this paper classifies the national 30 provinces basing on the scores on factors. For different features of various groups of provinces, different developmental strategy should be adopted to develop FDI. GroupⅠregions should pay attention to the quality and level while promote foreign direct investment, GroupⅡregions focus on improving "bottleneck" factor of foreign direct investment, GroupⅢregions should actively develop the private economy to improve the vitality of market competition in addition to adopting the same measures with GroupⅡregions.
