Strategic Trade Policy In The Applicability Of China's Steel Industry

With the development of economic globalization, China is constantly deepening trade reforms and further improve market opening, to adapt to WTO rules. However, our country in promoting the process of trade liberalization should be clear that trade liberalization does not mean that absolute free trade. Absolute freedom of trade could not exist in current world, any one country's trade policies are an extension of their domestic economic policies. Therefore, countries formulated the trade policies to their own welfare rather than being anchored around the world and its trade policy choices will be restrict inevitably on our own economic strength and economic development needs and other factors. During the WTO members, even if the developed countries, the relatively weak international competitiveness of industry, or declining international competitiveness of industry will take some of the trade protection measures, developing countries are no exception. China as a developing country, development level have much distances compared with the developed countries, market opening is bound to make other countries has been a strong impact on a number of industry development. Therefore, in order to maintain their economic interests, and promote industrial development, and must rely on some trade intervention policy. This article is starting from a basic point of studying and discussing the strategic trade policy theory and practice. Since join in the WTO, a series of measures has confirmed the commitment on tariffs and non-tariff barriers after China accession to the WTO, it should be realized that in terms of market size, technological level and so on in some industries of China are far behind the advanced world level, also can not directly participate in international competition. This paper are deeply study of practicing the strategic trade policy are reasonable and necessary for the research project in China steel industry, described the theory of strategic trade policy content, application conditions and current condition in the steel industry of China. Through the analysis shows that China's steel industry has been basically provided with the conditions for the implementation of strategic trade policy, and presents some policy recommendations. However, as a transition countries, an imperfect market conditions and economic system will have certain restrictions the implementation of strategic trade policy, so measures need to be adjusted to achieve the strategic trade policy to the country's economy interests.
