With the steadily development of the course of the construction of the informatization of land and resources in our country, the mineral resources as an important part of the territory resources, its planning work has been paid great attention. The planning database of mineral resources is one of the core achievements that the planning work of mineral resources formed, but at present, most of it is still stayed in the phase of the models of database resources that documents and database mixed storage, that is, spatial data are stored in the way of files of desktop GIS system, the attribute data of the space object is stored by the traditional relational database systems such as Access, Excel which is connected with the key words etc. This approach is difficult to achieve the storage and management of the rapid growth of spatial data of the mineral resources, to achieve data sharing and interoperability, especially cannot meet the integration and fusion with other domains data and the demand for network distributed applications of the mineral resources planning achievements data.In view of this, with an opportunity based on the second round of mineral resources planning work and the relying on the mineral resources planning project of Lijiang City in Yunnan province, firstly, some key techniques such as the design theory of GIS spatial database, the model of Geodatabase and the engine of ArcSDE have been expounded comprehensively in this master thesis. Through the analysis of the requirement of the database construction of mineral resources planning, under the support to expand the theory of the stored relational database this master thesis will realize the storage and management that integrate the planning spatial data of mineral resources at Lijiang City with of the attribute data by using large commercial relational database system. Oracle 10g, and the extended storage solutions to use the engine of space database, ArcSDE9.2. Secondly, in the process of database construction, combined with the actual situation of mineral resources planning of state or municipal, this article has discussed the standard of the construction of database, designed the construction of spatial data model and the general framework of database and laid special stress on discussing these problems such as the realization methods and skills of the spatial database and the attribute database, and the optimal allocation of database, etc.Finally, the idea of Web Service has been introduced into the domain of the mineral resources planning database applications, and based on the Service platform of network geographic information, ArcGIS Serve9.2, the prototype system of new generation of WebGIS-based mineral resources planning information service system of Lijiang City has been established. Therefore, it has fulfilled the transition from the traditional Web GISystem architecture to the Web GIServices structure. Completed the application experiment that release and share the information that mineral resources planning result data by across space and time, large-scale and multidisciplinary,it provided the reference for further realization of the application mode that mineral resources planning data distributed in the network in most fields.
