Fundamental geographical information is the commonest informationfor public use. One of the important guideline to weight the level ofprovincal commnunication,is that if it has built the Provincal fundamentalGeo-Information Database. The aim of building fundamentalgeo-information database is to effectively using geo-information, toreinforcing the management of geo-information resources.The main goal of the fundamental geo-information database is toestablishing the database including multi-type, multi-scale and multi-timespatial data, to setting up the update mechanism, share mechanism anddistribute mechanism, to Providing geo-information services for everywalk of life. The main data of the fundamental geo-information database is4D(DOM, DEM, DLG, DRG)Data.The paper aims at the establishing and managing the Database anddiscusses the problems about the database pattern, the integratedmanagement of spatial data, the organizing and storing mode of spatialdata and the ArcSDE technology. In the paper,author take the Fundamentalgeo-information database of GuangDong Province for example to designand establishing it.The fundamental geo-information database of GuangDong provinceuses the Oracle and ArcSDE to built it. ArcSDE is a continuousspatial-data model. It can fuse spatial-data into RDBMS and provideseffective services for spatial and non-spatial data. The organizing ofspatial-data uses the Geodatabase model. The design of database is base onArcSDE technology, the development of database is base on VB andArcObjects.The fundamental geo-information database of GuangDong provincehas few superior character such as it has good security and extensible, itcan manage magnanimous spatial-data, it can realize the integratedmanagement of all kinds of spatial data, it can realize the dynamic displayof spatial data under different spatial-reference.The paper uses the mainstream spatial database model to design andpractice the fundamental geo-information database of GuangDongprovince. And it does research into the organization and management ofspatial data. The final database achieves the requirement. The designscheme is practicable and has some instructional meaning. But it needfurther accomplish during the using phase. There are also some problemsto resolve in the future such as the update mechanism of database, theorganization of historical spatial-data and the management of metadata.
