With the development of global informationization, the informatization process in all kinds of fields and industries is deepened constantly and the national informatizationconstruction continues to develop, which bring forward demanding for our environmental information construction urgently. At present, the chinese government affairs public domain in environmental protection department is not wide enough and the ability of working online is limited, and services has lagged behind. "Digital environmental protection" will focus on data collected repeatedly and not to share. It will make great efforts to realize sharing the environmental information date on one data to one source, one multi-purpose source. Eventually environmental information service will cover all process and realize environment business management informatization, management information resources and information services standardization.At present, the geographic information's demands in the environment work exist widely in environmental monitoring, enforcement, programming, evaluation, quality management and pollution management, etc. But because of the development level's differences among the districts and the job objective's differences among the departments, both districts or departments are great imbalance in construction and effective use of environmental geographic information platform. In each departments'business work, the convenience of using geographic information has many differences, so much information related to geographic information cannot be developed and utilized. Therefore, to integrate much existing basic environmental information by using distributed database technology can satisfy each department's demand of sharing data and avoid the waste of based business system for reconstructing it completely. It's also very important to provide comprehensive and consistent geographic information for environment protection by using Web's openness and flexibility and geographic information function in GIS.This paper first introduces researching on distributed database integration theory, webservice technology, etc together with information sharing in the environment field, the situation of geographic information platform construction and existing problems and increasing demand,gives out the design project of building environmental protection geographic information platform on the basis of webservice, gis and distributed database integration technology. With the opening service structure, provide support various business environment application demand solutions interface. and take the integration of Aermod as an example to demonstrate the integration of tool services , Platform service management system provides unified management of application services ,including registration, query, review and distribution rights etc. Proposed programs to integrate existing business systems of environmental protection with distributed database technology. Including data distribution and query strategy based on costs estimates as well as data synchronization strategies based on feasibility and stability. Integrate the various system data with no effect on the existing business systems and achieve the limited sharing of data resources of environmental protection. For some specific users, designed and developed embedded application development business map control based on. NET and ARCGIS Engine and support simple point feature layers. It could be used as a common tools of platform for specific sectors means to facilitate the introduction of embedded map application.After analyzing the research area's application requirements and Detailed design of the system,it could be found that the design and implementation of the proposed system is reasonable and with practical using value.
