With the increasing destruction of historical and cultural heritage, preservation of cultural relics are paid more attention. In the work of historical and cultural heritage protection and monitoring, the application of three-dimensional laser scanning technology, three-dimensional modeling, virtual reality technology, computer technology, information transmission technology, 3S technology (Geographic Information System (GIS), Remote Sensing (RS), Global Positioning System (GPS)), database technology is the key of improving the quality of information gathering and the technical content of protecting and monitoring and ensuring the safety of legacy.Three-dimensional laser scanning technology can get the three-dimensional point cloud data quickly, accurately and completely; three-dimensional modeling, computer technology and Remote Sensing (RS) can model cultural relics fast in three-dimensional by three-dimensional point cloud; virtual reality technology can be used to simulate the real one; 3S technology (Geographic Information System (GIS), Remote Sensing (RS), Global Positioning System (GPS)) can be made use of editing, measuring, counting and analyzing two-dimensional cultural heritage data, even assessing and forecasting synthetically by relevant guideline and playing a supporting role in decision-making. If adding information transmission technology, we can have the result of the multi-user sharing, or browsing and operating together.In this paper, writer use the above techniques to design three-dimensional simulation system and two-dimensional information monitoring system based on Flower Mountain disease, in order to simulate three-dimensionally the real one and to analyzing accurately the two-dimensional information. Finally, we can find a suitable protection blue print. The main contribution of this paper is as follows:(1) Design a three-dimensional simulation system in detail combining the characteristics of different scales. Large-scale three-dimensional simulation is modeled by DEM and remote sensing image, can play the role of macro-view; Flower Mountain micro-model part model is based on the three-dimensional point cloud data and the image of high-definition cameras capturing, and built by triangulation constructing technology. With the two methods, we can get both the fast and smooth wide range of browsing, and the accurate and clear small range result.(2) Use ArcGIS Engine and VB.net 2005 to program and build a two-dimensional Flower Mountain information monitoring system. Main function is editing, selecting the disease information of Flower Mountain and doing some spatial statistics, spatial analysis (buffer analysis and overlay analysis), output, etc. Finally, make statistics and analysis based on specific Flower Mountain data and make the corresponding predictions.
