The second chapter analyzes the present situation, the tendency and the significance of debris flow disaster in western cities.Second, this paper describes the natural and human environmental character of Dong chuan area ,and summaries the debris flow disaster's situation, harmfulness and measures of reduction. Then use Geographical Information System (GIS) technology to set up Dong chuan area debris flow disaster reduction GIS ,and describes the system's object, foundation function, structure etc.The sixth chapter of the paper applies three theories of environment management in city hazard management, which is regarded as setting up the theory of city hazard management.The last chapter is an emphasis.
