The study of urban debris flow risk assessment and emergency response system is one of the most important parts of urban mitigation system, it's the crucial factor to promote the disaster management capability and disaster emergency response capability of local government, it's the most efficient ways of urban mitigation. The area of country in China is more than 70% of total area, and this region is the mainly place of the unstable and occurrence of debris flow, with the fast improvement of countryside, more and more cities are appeared, the dangers which debris flow was to imposed to country cities is conspicuous, debris flow is becoming the distinct problem of cities economical development and construction, at the same time, debris flow was endangered the life and property of local people and the social stable. The paper take Dongchuan, one of the city of Yunnan province, which was serious jeopardized by debris flow, we try to study the debris flow risk assessment and emergency response system of Dongchuan and find a efficient way of urban disaster mitigation, and offer another city a sample of debris flow mitigation.Based on the physical geography, geomorphology, disaster, system, urban science, use AHP, Stranhler area — altitude analysis, information entropy analysis and math ways, under the support of GIS, computer language Matlab, take the high resolving power satellite Quick Bird image as the mainly data resource, study the debris flow risk assessment and emergency response system of Dongchuan, and there are some important results have been founded. They are:(1) By comprehensive analysis of geomorphology information entropy and HAP on Dongchuan city, three debris flow gullies which endangered the city are still have the possibility of occur debris flow, especially the Nilagu gully, which is to be in the active phase, the gully is the most high risk one in three gullys, and it is the mainly disaster prevent area; Shengou gully and Shiyang gully are be in the decline phase, the possibility of occur debris flow is lower than Nilagu gully, and the scale of debris flow in the two gully is decline too.(2) Based on the system theory, set up the risk assessment model of site —specific debris flow, bring up the way to calculate the weight of debris flow assessment factors, by the test an verify to the assessment model, the...
