Geodetic network optimization is a classic topic in geodesy. Research on it had even stopped before computers were invented. The topic became hot again because of computers' using. However, researches found that optimizing result isn't of good usefulness and the research got into dilemma again. Through researches it was realized that network optimization is likely to be solved mainly by adopting computed-aided method and developing man-machine conversation software. New hope to solve the problem can be seen with the presence of new technologies, such as software technology, geography information technology, Internet technology, communications technology and intelligence technology.This paper issues that network technical design system, integrating network optimization theory, geographic information and geodetic information, be built to realize digitalization of technical design, so as to make network optimization result useful and operational in geodetic production. To build technical design system, the research architecture, research content and the system's characteristics are discussed, according to the requirements by different types of control network in technical design. A practical technical design system is developed using some relatively mature techniques.The concept of collaboration design is introduced. And the idea of geodetic network collaboration design based on computer network technology is given. Collaboration design is helpful for designing more satisfactory network, as well as it is the need to satisfy quality control furtherer. The paper discusses the concept of collaboration design, and its key techniques. The sharing design model is built using object-oriented method. Based on technical design system, realization of collaboration design is tested.Intelligent design is the trend of control network technical design. In this paper, beginning with the probability of technical design automatization, the concept and basic research topics of intelligent design are discussed.In support of new software application system, to design network is different from traditional technical design in content, method and means. So a new technical design specification is built. This kind of software being used in practice, the operations defined in geodetic specification can be substituted by means of digitalization. At the same time, this kind of software represents the direction of software development in geodetic production, i.e. in direction of visualization and supporting quality control.
