The Three-Dimensional Urban GIS(3D UGIS) is the system which is able to describe real 3D spatial objects of urban area and analyze them. The core contents of constituting urban 3D GIS are the 3D modeling of terrain and spatial utilities. The current focus of research and application is how to organize and manage scene data modeling in the virtual reality interchangely and real-timely. Urban real 3D scene modeling is constructed according to the matter-of-fact 3D geography coordinates of buildings. These spatial relation of buildings is entirely corresponding to the field. In addition to, the 3D coordinates of any points are able to be measured. The real 3D sight modeling is reproducted. These characteristics make the Urban real 3D scene modeling different to computer motive drawings facture and simulation completely . The unique solid impression of the new technology make the technology have wide application foreground, such as urban planning, real estate exploitation, environment inspect and so on.Reconstructing digital urban is the thematic application of the 3D UGIS. Many functions of GIS is the base of reconstructing digital small area, they impenetrate the whole course of reconstructing digital small area.The paper does research on the development of 3D UGIS in the foremost. Then it systemically does research on some critical technical questions. The paper is composed mainly of the following aspects:Bringing forword one design of three-tie virtual reality system;To execute texture may take much time,so I bring forword several methods of how to make out texture:one is photocopy correct in ArcGIS;another is compiling programme with Matlab;using tools of Autocad and 3D MAX to reproduct the main part of Kunming in computer.
