With rapid development of the Web technology, geographic information system has been a new stage of development. Especially appearance of Web Service, it has injected new vigor to Web GIS. Construction of Geography information Web service, made much sharing between data and function of GIS which was distributed and heterogeneous, has solved many disadvantages of traditional Web GIS, and promoted popularization and application of GIS.The spatial relation is one of most foundational theories in GIS, and has been a hot area of research in the geography information field. Any Construction of GIS based on description and reasoning of spatial relation. Based on present general Web Service frame, the method of constructing spatial relations service has been researched in this thesis. The concrete work was listed as follow:(1) Discussed research situation on geography information Web service and spatial relations, briefly introduced concept and the framework of Web Service, described industry standard of current Web service and specification of geography information Web service.(2) Discussed kinds of theories about spatial relation description and reasoning. In view of topological spatial relation description, mainly discussed topological description model of intersection N and RCC, as well as research results based on these two kinds of models. In view of the direction relations, similarly discussed two kinds of important models: Cone-shape model and projection model and all kinds of latest research results, analyzed their merits and insufficiency respectively, determined description model adopted in this thesis. In view of the spatial relation reasoning, introduced two kinds of combinative table, discussed all kinds of spatial reasoning methods, and analyzed insufficiencies of these methods, proposed advantages of spatial relations reasoning based on Ontology.(3) Spatial relation reasoning based on Ontology is a research hot. Because Ontology can unify the concept in the domain and share knowledge in the domain, enormously promoted development of spatial relations reasoning. Therefore, concept, the application, knowledge composition as well as the formalized description of Ontology, had been briefly introduced in this thesis. Simultaneously, discussed application of Ontology in spatial relations domain; introduced SRC-Ontology presented by general spatial relations in the spatial relations reasoning, as well as SRC-Ontology extending description.(4) On the basis of Egenhofer's intersection 9 topological spatial relations reasoning combinative table and Skiadopoulos' Direction Matrix Reasoning combinative table, description of SRC-Ontology was extended, more spatial relations reasoning rules based on Ontology was obtained in this thesis. Furthermore, ontology database model of spatial relation was proposed and described it with a standard ontology language OWL; a spatial relation service of Xi'an has been constructed and published combining reasoning engine of SWRL and JESS; finally, spatial relation service has been tested by some concrete examples. The results shows that space relations service can make development of the GIS more convenient, proved significance of space relation services from theoretical and experimental aspects.
