As the development of GIS , the functions of GIS are more powerful and applied in different industries. Along with the development of computer network technology , The combination of GIS and Web had a significant impact on people's lives .At the current the constraction of urban public geographic information service system have becomed a important content of urban construction.First the paper introduce the key technologies of ArcGIS Server 9.3 which used to construct platform of urban public geography information services system,This paper have researched the asynchronous mechanism ,map cache,development style of ArcGIS Server 9.3,most researched the technology of linear reference and dynamic segmentation,and design the program that used linear reference to organizate urban traffic data and dynamic segmentation technology to search bus information.on this basis , designed the architecture of urban public geographic information services system platform,and Optimizated the system performance.The platform have soluted the following issues:1) The platform use ArcGIS Server 9.3 as system platform to construct webGIS application ,comprehensive comparison the ADF.NET library, JavaScript API which are supported by ArcGIS Server9.3 ,made the client and server to achieve a reasonable load-balancing, Improved the operational efficiency of the platform and user experience results.2) Use linear reference thinking and dynamic segmentation technology to organize,apply and dynamic management urban traffic data and supported a dynamic Solutions for maintain traffic data.3) The way that used by combined three-dimensional city model data with two-dimensional vector data support a resolve solutions which data analysis foces on two-dimensional vector data and information show on the three-dimensional electronic map at the current situation of Urban three-dimensional analysis is not mature enough.The way can get the same effects as the three-dimensional analysis.
