With the rapid development of Internet and computers, Geographic Information System has made great progress. The combination of Internet technology and GIS, WebGIS, has changed the traditional operating mode of GIS. So, GIS has been no longer a system only a handful of professionals to operate and the general public have been able to benefit from it. WebGIS can make vast amounts of spatial data set online or stored, published, organized, managed in a distributed server. Because of its improving system resource-utilization-rate and efficient completion of the functions, the application of WebGIS will be wilder and brings much challenge to the researchers. Above all, WebGIS will be one of important trend and direction of GIS development.The paper firstly discusses the current research situation and development trend in the domestic and foreign. Compared the unique advantages with GIS, it discusses its Internet-based application in public information services and internal business management. Then the paper introduces the key technologies and system architecture of WebGIS, it in-depth studies ArcGIS Server 9.3 which is the WebGIS service platform the system used and describes its basic structure, main function, server management as well as its operating mechanism. Cached map plays an important role in the system. After the version 9.2, ArcGIS Server adds the Cached map, changing the map data into different levels static images to replace the map services of dynamic rendering. Cached map speeds up the system response speed and greatly improves the efficiency of multi-user concurrent access the system.The paper combines with one project of Beijing Institute of Surveying and Mapping which is The Integrated Mapping Information Services System. The system uses ArcGIS Server 9.3 as the publishing service platform and ADF as the development framework. At the same time, the paper proposes the structure of the system and designs the functions combined with the work requirements of surveying and mapping departments. The spatial database adopts Oracle 9i as data storage, which combines with ArcSDE as the middleware to manage the spatial data. All of the raster data are cached finally. The system uses the JavaScript API and.NET ADF to develop the functions conveniently and it is maintainable and extendable.The study starts from the actual work of surveying and mapping departments and combines with the relevant characteristics of mapping data to establish the mapping information service management system. It completes the map service publishing and the image processing and realizes the basic GIS operations such as zoom in, zoom out, information query and location, data download and print. Users are able to query easily and download the data they need. Meanwhile, the system sets the update mechanism to maintain and update spatial data. The user management module realizes the management for visitors and security settings and then it improves the maintenance efficiency for workers.The system integrates all kinds of information, such as geographic information, map elements, multimedia and high resolution remote sensing images, into a new platform for sharing, analyzing and searching mapping information interactively. Overall, the system has achieved some results and provides a platform for users to operate and get data, but also establishes a base for mapping departments to manage and maintain the spatial data efficiently.
