Earthquake is one of the most serious natural disasters that human-beings have to face. Its feature of being unpredictable and destructive is likely to bring tremendous damage and loss to the country' s economy and people's life and property, especially to cities themselves. GIS(Geographic Information System), as a new branch of technology, combines information science, space science and geo-science etc together, and provides an ideal technological support for the development of the disaster reduction system. Therefore, it's vital and practical to develop a simulating assessing system of city's damage after earthquake on the basis of GIS.Based on the demand mentioned above, the essay first designs the program of developing the system as well as its overall structure and shows the objective of the design, the mode of operating and the main functional module of the system. It then discusses the implementation of the main functional modules including data acquisition, scripting settings, assessing and showing damage etc by using a secondary way based on GIS and referring to GDP and population data. It also builds the assessing models of attenuation intensity and macroscopic vulnerability and achieves such functions as simulation, assessing calculation, space control and showing damage in the geographic information system. In the end, it completes the whole system.The system does well in simulating the assessment of possible loss which the city may meet with after earthquake, thus being a guidance for the authority to figure out conditions of seismicity and to lay out plans against the disasters.
