Nanotechnology has recently drawn much attention all over the world, which is considered as the driving force for next-generation technical revolution. In order to occupy a favorable position in the future competition, all countries have established nanotechnology developing strategy to enhance their comprehensive national strength and international competitiveness. As one of the earliest countries to take the advantage of nanotechnology, China government has also set up our own nanotechnology developing strategy to determine the key research fields and developing directions.Nano-biotechnology is an important area of emerging nanotechnologies and also a key research direction of China National Academy of Nanotechnology and Engineering(CNANE). In order to set up a suitable nano-biotechnology developing strategy, the problems should be urgently solved by management level and researchers of CNANE are how to seize the latest technologies and understand the international strength distibutions in the field of nano-biotechnology. To be a sub-topic of CNANE information technology platform construction project, this study combines the requirments of nano-biotechnology with the advantages of patent data analysis, using computer programming, database analysis technology, and patent database to construct a nano-biotechnology patent analysis system. This system performs effective science & technology decision and technical support for CNANE developing strategy in the field of nano-biotechnology.Since this study bears the function of providing information support, for research and development planning of CNANE, The integrity and accuracy of the information is crucial for the success of those engaged technology projects. As the patent data, containing the properties of economy, law and technology, they are important information sources and can not be replaced by other information. For the massive, rapidly-updated and reliable data, and the developed computer technology and information technology, patent analysis also makes itself a powerful tool for the application of patent data. After several decades'theoretical development, patent analysis flourishes in Japan, America, South Korea, and Taiwan Province of China, but, it only buds forth in China mainland. Taking the advantage of patented technology leading the development of industrial technology, this study analyzes the trends of nano-biotechnology from patent data, then provides information support on making research decision and planning technology development.The requirements of CNANE for strategic development and research project demonstration are in-depth analyzed frist, and then are subdivided into six parts, including requirements for patent technology time sequence analysis, patent entity comparison analysis, technology growth rate, patent type analysis, rival analysis and prospect analysis of main enterprise. Software engineering is used to decompose the functional requirements of the system, which is split into four modules such as the ones for data maintenance, patent inquiry, patent analysis and results output.comprehensive analysis of the overall environment of system operating, C/S system design mode is adopted based on the system operating condition analysis, and SQL Server is selected as the database management platform to develop the nano-biotechnology patent database. The modules are developed with Delphi software.At last, the operation of the system is tested with nano-biosensor technology analysis, and the test results are discussed in detail. Then, some advices on patent description item, patent information mining and nano-biotechnology system are put forward.In short, this study is mainly an innovation of patent data application. According to the situation at home and abroad on nano-biotechnology, with massive of patent data, we establish a specific search method, which makes the analysis results more reliable. This study provides an effective method for information management, and will play an important role in research management and the decision-making of technology R & D and marketing strategy. This study of the patent applications also has positive significance for the promotion of the applications of patent analysis technique.
