Research background and significance of coalmine construction projects environmental impact assessment is firstly introduced in the article. It is pointed out that coal industries are destroying the original ecological environment and threaten the sustainable development of human society with coal industries steady increase. The environment of mining areas and resource-based cities is increasingly deteriorated. The environmental impact assessment must be undertaken in the period of project construction and operations. According to the actual situation of Changchengwopu coalmine, the environment impact assessment elements are proposed. These assessment elements include SO2, NO2, CO2, TSP, smoke, dust, CO, noise, BOD5, COD, SS, oil, coal dust, mining, slag, garbage, soil erosion and land occupation, soil erosion, ground subsidence etc and involve such aspects as air, water, groundwater, sound environment, solid waste, ground subsidence and ecological environment, etc And these elements are classified into internal/external cost elements and internal/external economic benefits elements. And the calculation methods are brought forward. The cost and benefits of environmental impact economic evaluation of the Changchengwopu coalmine are analyzed considering environmental protection measures and no environmental protection measures. And the feasibility of taking environmental protection measures is analysed.
