Land possesses the dual nature of resources and assets, which has been the foundation of survival and development for human beings, in addition to the economic function, also the strategic significance functions such as ecological function and environmental function. Along with the advancement of Four Modernizations, land eco-security problems such as the serious land competition between economic development and ecological construction, the weakened carrying expansion capacity of reserve land resources, the increased land destruction and pollution, the receded land disaster relief capability, continue to highlight, which seriously restrict the rapid development of the region. This paper evaluated land eco-security level from the perspective of the connotation of land eco-security, and then put forward targeted solutions, which has been great theoretical and practical significance for land eco-security protection and construction under the new normal.This thesis is based on the foundation of the field monitoring data, the detailed information of land utilization and alteration, statistical data. The research idea is the combination of theory and practice, the qualitative and quantitative analysis. The research concept is included the systematics, matter-element extensibility, harmonious relations between people and land, ecological economics, sustainable development. Referring to the related research results at home and abroad and combined with the actual situation of Shaanxi Province, the evaluation index system of land eco-security was established from the four dimensions of quantity- quality- structure –assurance. By using the relative entropy theory to calculate the combination index weights of AHP and entropy weight method, this paper used fuzzy matter-element model to evaluate the dynamic change of land eco-security of Shaanxi Province from 2001 to 2012, and conducted the driving factors analysis provided by the same model of single index divided into different information, and then proposed countermeasures to improve the land eco-security level of Shaanxi Province.The main research conclusions are as follows:(1)The land eco-security level of Shaanxi Province has gradually been increasing for 12 years, of which 2001-2003,the grade of land eco-security has been the critical security, 2004-2012 has been increased to the general security. Although each year’s belonging to certain safe level was unstable, but all of them had the probability to transform to the standard level, and in 2012, the overall regional land eco-security had a stronger tendency to ideal security level.(2)The positive factors that prompted the land eco-security of Shaanxi Province were as follows: animal husbandry and fishery per unit area, industrial three wastes loading index associated with the production per unit area, popularity degree of land resources protection awareness, land resources security protection policy, the area of construction land index, the rate of water and soil erosion, agricultural three wastes loading index associated with the production per unit area, land desertification rate, per capital construction land,grain yield per unit area, forest coverage rate and multiple cropping index. The obstacle factors were per capital reserve land area, yield of drought and flood insurance, natural disasters hazard rate, per capital forest and grassland area, proportion of arable land, per capital arable land, proportion of environmental pollution control investment in total GDP, the coordination degree of water and soil, diversity index of land use structure.(3)To improve land eco-security in Shaanxi Province, this thesis proposes suggestions from the following four aspects: optimizing land use structure, practically protecting cultivated land and reserve land resource; increasing agricultural infrastructure investment, preventing and controlling land degradation; controlling the amount of industrial three wastes, reducing land pollution; properly controlling population growth, improving the ecological protection consciousness; improving the land eco-security planning and evaluation mechanism, strengthening the monitoring and management of obstacle factors.
