Qingdao city in Shandong province in 2013 Sinopec east yellow pipeline especially serious leakage \ "11.22\" explosion accidents, social influence, let a person awakening, originally the buried pipeline facilities once launched gateway, so terrible consequences. Wake up in the whole society, government, enterprises, society and people join hands and common to find hidden trouble, governance risk, guard against hidden danger, eventually eliminate hidden dangers.In this paper, on the basis of fully research and extensive literature, on the basis of the theory of governance, a comprehensive analysis of oil and gas pipeline enterprise existence safe hidden trouble, deeply analyze the management of oil and gas pipeline safety hidden trouble of the main factors, building materials market in xinxiang hong door tie up xinxiang oil pipeline as an example, put forward to build the government-led, enterprises as the main body, the whole society to participate in the system for the protection of oil and gas pipelines, and strengthen the application of new technology, strictly implement the relevant laws and regulations, eventually ideas and measures to solve the safety hidden danger of oil and gas pipeline.Thesis consists of five parts: the first part is the introduction, introduces the research background and significance of this paper, summarized research status quo, research content and theoretical basis.
