In this paper, an integrated engineering design as well as its implementation of controlling the exhaust gases produced by a factory making phosphate flame retardants products in Taizhou, Zhejiang Province is discussed generally. The main exhaust gases in the plant are propylene oxide, hydrogen chloride, toluene, methyl-cyclohexane and so on. consequently, we are aiming to use the existing mature and reliable gas treatment processes to form a cost-effective exhaust gas treatment system according to the particular waste gasesType and source of the emissions intensity will be analysed in this paper based on the survey of production process and material balance. What’s else, the amount of wind on the gas collection was estimated according to the production equipment and site conditions. Then the control measures would be decided after analysis of the type and concentration of the exhaust gases, combining with the existing gas treatment processes.The exhaust sources include workshop organized exhaust emissions and fugitive emissions, tanks exhaust gas, sewage station emissions. According to the type of plant emissions, exhaust gases can be divided into two categories:non-chlorinated organic waste and the other emissions. Non-chlorinated organic waste was treated by means of incineration in a regenerative incinerator (RTO) after pre-condensation; the other waste gases were mixed and then treated by means of the three-level absorption. Much to our delight, the monitoring data from the enterprise shows that reform process can help ensure a stable exhaust emissions control.
