With the rapid development of Chinese economy, a large amount of hazardous waste generated from production and consumption process, resulting in huge pollution to the environment, while a serious threat to people’s health, and has brought about huge economic losses. Therefore, the strengthening of the system for hazardous waste management is necessary.There is a high uncertainty in hazardous waste logistics network construction, the of uncertainty hazardous waste generation quantity and quality shows more obvious. To deal with this uncertainty, we have to increasing the human and material consumption. This effect is caused by the uncertainty of both hazardous waste logistics network management uncertainty, such as the choice of facilities and equipment, processing technology diversity, conditions of carriage and routing of unknown diversity, and the uncertainty of the external macro-environment.A multi-objective optimization model was built in the paper to optimize cost and risk of hazardous waste logistics network. The main contents are:(1) Firstly, the paper studied the properties and handling characteristics of hazardous waste, as well as the contents of hazardous waste risk assessment. Secondly, as fundamental the paper researched and analyzed of the hazardous waste stream uncertainties, hazardous waste recycling mode.(2) The paper constructed multi-period optimization model based on integrated logistics management system planning theory and fuzzy programming theory. Model described the quantity and quality of recovery uncertain with fuzzy variables. In particular, the model took into account the effect of time and choosing a variety of processing technologies. The paper attempted to study the particularity of hazardous waste logistics network in the multi-period site in the model.(3) The paper solved multi-objective fuzzy programming with genetic algorithm, and the numerical example had shown the effectiveness of the program model and its solution. This has a strong reference to constructing an uncertain environment hazardous waste logistics network.
