The Research On Building China’s Health Care System Under The Background Of Air Pollution

After the reform and opening,the rapid development of China’s economy and society has two sides of meanings. On the one hand, it has greatly improved the material and cultural level of Chinese residents. On the other hand, the pressure on the environment which economy development puts has also gradually stood out, and the problem of the environmental pollution become more and more serious, meanwhile the impact of the environmental pollution on the residents’ health are increasingly prominent, especially the air pollution can greatly affect people’s health. Since 2012, the serious problem of air pollution —haze has gradually emerged in the public and becomes the focus of public attention and hot spot.The harm of air pollution on residents’ health is also growing, and the effects of air pollution on residents health is not temporary, instant, but long-term and latent. People health will suffer great damage when bodies are exposed to severe air pollution, which increases the residents’ medical burden and the burden of medical insurance in our country at the same time. In the long term, residents will fall into the predicament of the disease and treatment, and it will be not conducive to the smooth running of the medical care system in our country.This article analyze the air quality data of Liaoning province, the data of residents awareness on the impact of air pollution on health, the medical treatment data of related diseases, and the data of outpatient service and emergency treatment of different disease types in some medical institutions in different time. Through the analysis of the data, this paper have figured out that the haze can directly led to a decline in residents’ health level,and increase medical treatment rates and the incidence rates of chronic diseases. New medical demand can produce new medical expenses.These will further aggravate the residents’ burden of medical expenses which has been already heavy. Medical treatment demand which air pollution has induced put up severe challenges to China’s existing medical security system, which needs to take corresponding measures to deal with.Based on above analyses, this paper put forward that the air pollution effects on physical health of residents should be solved through the establishment of health care system, which can provide a better safeguard to the medical needs of residents. In this situation, Medical treatment insurance can be gradually transited to a health insurance system. Finally, medical security system can run in the steady and sustainable way.On the analysis of the effect of air pollution on residents’ health and the impact on the residents health spending, this paper preliminary builds the health care system, limits coverage of health care system, clarify the sources of funds, sets the standard and way of treatment services, specifies measures for the management of health care system, etc.. In the meantime, this paper puts forward related countermeasures and suggestions, which intends to improve the existing system and satisfy the medical needs of residents in better way.
