With the rapid development of global economy, characterized by excessive resources and consumption of traditional economic development model not only lead to resources increasingly scarce, and make our survival environment worse. Environmental problems more and more attract the attention of the world. Many countries have set up their own environmental standards. China is a large country, with the rapid development of economic growth, environmental pollution is very serious and received extensive attention all over the world. Sulfur dioxide and carbon dioxide emissions in China are the second of the world. Our government has been also gradually aware of the seriousness of environmental problems, and improves the level of environmental regulation. Although manufacturing import and export scale has expanded unceasingly in our country since the reform and opening up. Manufacturing exports have accounted for second place in the world, but our country’s manufacturing walked the way of high input, high consumption. Export structure is unreasonable, labor-intensive industries and energy-intensive industries dominated. Undoubtedly, the improvement of environmental regulation on China’s manufacturing industry is a great challenge. Under this background, the research study the environmental regulation will influence international competitiveness of China’s manufacturing industry and explore the development path of whether can do both, not only necessary, but it is very meaningful.This paper that the environmental regulation has the effect on the international competitiveness of manufacturing industry has carried on the theoretical analysis and empirical analysis. In the theoretical analysis part, the current academic fields have two opposite views. This paper has carried on the comparative analysis. Finally found "porter hypothesis" more in line with the reality of our country’s manufacturing industry. In the empirical analysis part, the article based on the HOV model, using the 2003-2010 panel data of 26 manufacturing general regression and quintile regression. The results show that China’s environmental regulation relationships with manufacturing industry international competitiveness were positively correlated, and the quadratic term of environmental regulation and manufacturing are negatively related international competitiveness. This shows that the influence of environmental regulation on industrial international competitiveness is inverted "U" type, and the current in a inverted "U" type to the left of the inflection point, appropriate to improve environmental regulation is conducive to China’s manufacturing industry international competitiveness, and material capital are negatively related with the international competitiveness in China, technological innovation and human capital positively correlated relationship.This requires our country on the comparative advantage in labor elements, strengthen the investment of high-tech industries, vigorously develop capital-intensive industries, and speed up the industrial upgrading of manufacturing industry in our country, improve the international competitiveness of China’s manufacturing industry.
