A Study Of The Running Legal Mechanisms In The Prevention Of Water And Soil Pollution In Inner Mongolia

Along with the rapid development of market economy, scenes of the conflict between human and the earth, environmental pollutions are turning up more often and severe. Being less populated and under developed under the comparison with other regions of China, Inner Mongolia Autonomous Region is also falling into these problems. In the year 2013, the Committee of the Communist Party of China of Inner Mongolia Autonomous Region issued the “8837” blueprint of development that highlighted the concrete demands for the construction of ecological security barrier in Inner Mongolia Autonomous Region. Since scenes of environmental pollutions, such as The Southern Town in the North incidences, are worsening in the mid-west part of Inner Mongolia Autonomous Region, water and soil pollution is come into being a main obstacle of the construction of ecological security barrier. This thesis takes three pollution-makers, Ulad Front Banner Paper Mill, Bayannaoer Federal Pharmacy, and Inner Mongolia Fufeng Bio-pharmacy, as typical cases. After the study that the managing of companies and local economy growth is positively related, this thesis is a relatively systematic empirical study on the running mechanism and actual effects of laws that performed in the prevention of water and soil pollution during the “8837”construction of ecological security barrier of Inner Mongolia Autonomous Region. In taking the beneficial experiences of laws that performed in the prevention of water and soil pollution of foreign countries as references, this thesis suggests put forward the draft of The Implementing Regulations of the Law on the Prevention of Water and Soil Pollution in Inner Mongolia Autonomous Region, and then draws out counter measures and suggestions for the construction and perfection of the protection mechanism in laws that performed in the prevention of water and soil pollution.The explore of The Implementing Regulations of the Law on the Prevention of Water and Soil Pollution in Inner Mongolia Autonomous Region in this thesis is based on the basic information of water pollution, soil pollution in Inner Mongolia. By the analysis of legal protection mechanism of the precaution and administration at water and soil pollution in Inner Mongolia, this thesis is a study of comprehensiveness to the on-going overall prevention of domestic regional water and soil pollution. This thesis is of crucial importance to the ecological protection and to the necessity of the realization of the construction of ecological security barrier as “8837” blueprint prospected for Inner Mongolia Autonomous Region.
