Recent years,With the rapid economic development, the environmental issues has become serious in China. Chinese government pays great attention to environmental protection. Many environmental accidents happened in the non-ferrous metal industry recent years, Having attracted widespread attention from all societies. The environmental problems occurred in the nonferrous metals industry has brought great harm to our economic development and human health, the reasons accounting for the results are the poor environmental performance. How to assess the environmental performance remains an important problem in environmental areas. Although many countries and institutions have put forward many relevant standards, it is common that the effectiveness is not strong in the practice. China has no standardized evaluation criteria currently.Based on this, the study focuses on the evaluation of nonferrous metals company ’s environmental performance. According to background and significance of the nonferrous metals company’s environmental performance evaluation, this paper first described the importance and necessity to evaluate the environmental performance in nonferrous metals industry currently; Second, aiming at environmental characteristics of production and operation of nonferrous metals enterprise, constructed an environmental performance evaluation index system which is of certain uniqueness and comprehensiveness, and conforms with conditions of the nation and nonferrous metals enterprise, i.e. advanced PSR model index system. comprehensive comparative evaluation methods, this paper used the genetic neural network method to determine the weight between various index, and finally used fuzzy evaluation method to determine the environmental performance of the nonferrous metals enterprise.At last, aimed at 30 representative nonferrous metals enterprises in shaanxi province, the paper, according to the above established environmental performance evaluation index system, made data research and analysis to the above 30 enterprises, and used the method of the genetic neural network to identify the index weights sets of shaanxi nonferrous metals enterprise environmental performance evaluation system, and then select a lead and zinc factory in Shanxi province for empirical analysis.Through the results of the empirical analysis, it concluded that the nonferrous metals enterprise environmental performance evaluation index system and evaluation method is feasible and that some problems in shaanxi nonferrous metals enterprises is pointed out. Further, the relevant results can provide evidence for the government to make the rationalized policies and regulations of environmental evaluation.This paper discussed non-ferrous metal environmental performance evaluation system respectively from two aspects: the theory and practice, providing theoretical support and practical reference for the environmental performance evaluation of current China’s nonferrous metals enterprise.
