Supported by the Sino-Japan cooperative project "Environment & Flood disaster Monitoring Information System", this article presents the theoretic and experimental research on developing the project "Flood Monitoring Information System".Flood disaster is a kind of complicated social-natural phenomena, and how to control the disaster has become a problem concerned by all the countries in the world. Based on the work of many people and with enough cognition of the natural and social attributes of flood disaster, the study uses Remote Sensing, GIS and mathematical models to analyze and research the main technical taches of Monitoring and Assessing of flood disaster. The content covers the following four sections:(1) Spatial Database System with integrated architecture and its application in flood disaster monitoring. This section discusses the ARC SDE's method in Spatial Database, analyzes the principles of data model with integrated architecture of field-based model and object-based model. In the end, the model is applied in Flood Disaster Background Spatial Database.(2) Studies in the method of Extracting Flood Information. The method of auto-extracting of open water is explored in this section, including using the threshold-value method in the satellite based SAR and using the NDWI and mathematical morphologic operation in the Landsat TM to get water body, and the codes of morphologic operation program are listed out.(3) Disaster Loss Assessing Model and its GIS integration. The full progress of disaster loss assessing is given and the current GIS integration methods are presented, and then the Flood Assessing System is developed based on the ODE (Open Development Environment) and MapObjects. The system-user interface and Result-expressing interface are demonstrated in the end of this section.(4) Research on Victim Dispatching Problem. The essential of Victim dispatching problem is discussed in this section and the problem's Network Planning Algorithm Model (Out-of-Kilter Algorithm) is designed, and then the GIS Network Analysis method of this problem is also introduced in the section.
