In order to evaluate the results of China's "Two-Control-Zone" policy for the mitigation of acid rain and SO2 pollution and provide a suitable, feasible and pragmatic method about SO2 emission goal distribution in each province for the administrative department, the exact grid emission data of SO2 in 1995,2000 and 2005 have been finished, furthermore, each of these data are distinguished into two parts ,high sources and low sources. With the 3-D Eulerian long-range transport model for SOX, the sulfur deposition and SO2 density in east Asia were analysed; the critical load exceedance maps and the total amount of exceedance load for sulfur deposition have been calculated; finally, the mathematic distribution model for the SO2 emission goal in each province was established, moreover, with this distribution result, the sulfur deposition has also been simulated .The research results show that there are five high sulfur deposition regions in our country, such as Sichuan basin, Huabei Region, Huadong Region, Huazhong Region, and Shanxi province. The area of exceedance load for sulfur deposition reached 32.7% area of our country in 1995. The exceedance load regions of sulfur deposition in our country are mainly in such regions: Sichuan Basin, Shanxi province and West of Henan province, Huabei Region, East of Dongbei Region, Hunan province and Hubei province, West and Middle of Xinan Region, Coast of Huanan Region and Fujian province. According to the China's "Two-Control-Zone" policy, the total amount of exceedance load for sulfur deposition can be decreased from 12% to 35.3% in our country, and the exceedance load area of sulfur deposition only can be decreased from 0.3% to 6.9%. Under the consideration of the relationship between the definite sources of SO2 emission and the definite receivers of the sulfur deposition, the exceedance load area of sulfur deposition could be decreased 6.7% of that in the same condition of SO2 emission amount.
