The second Songhua River is the south source of The Songhua River and is one of the most important rivers in northeast region of China. This river basin also is one of the most important production bases of commoity grain in China, which takes on quite significant poles in national economy of northeast. In recent years, along with high-speed economic development in the second Songhua River valley and quickening of the urbanization process, water environmental problems, such as frequent disasters, the shortage of water resource, water pollution and soil erosion,become worse and worse. A large number of unprocessed abolishing sewages entering the water body directly, make the water body lose the primary function and water environmental carrying capacity drop suddenly, and some areas appear the phenomenon that water environmental carrying system has already overloaded seriously. Therefore, further knowing and holding water quality and quantity in the Second Songhua River valley, analysing mainly existent problems in water environment, making feasible measures of water environmental protection and management, improving water environmental carrying capacity and effectively controlling the trend of deterioration of the water environment, in terms of the sustainable development which promotes the social economy in the basin , have far-reaching realistic meanings.This paper uses environmental science principles, geography principles, the knowledge of water resource science and water environment science, and CIS technology to evaluate roundly the situation of water environmental carrying capacity in different river sections of master streams in the Second Songhua River, deeply researches the main water environmental quest ion existingin the Second Songhua River valley, combining the water environmental characteristics of river basin, proposes the measures, such as reducing pollution, increasing water quantity, sewage resoucing, etc, improves water environmental carrying capacity, and then integrating the economic development plan of this river basin, makes the countermeasures about water environmental protection and management, puts forward the distinct views of strengthening riverdbasih management.The research approaches of this paper are;based on the hydrology and water-quality monitoring datas in the seven sections of master stream in the Second Songhua River, such as Baishan-Hongshi section, Hongshi-Fengman section, as well as river-basin arc/info 1:250,000 Coverage data, grid data and dem data. And then regarding the ARC/NIFO as the operating platform, through investigating, analysing and contrasting the key elements making up the river basin, for example, Topography (the river' s vertical falling, the horizontal falling, and river' s width), water flux, velocity of flow, economic development states along the river, pollution degree and so on, the paper studies the differentiation of region of water environmental carrying capacity in the Second Songhua River.The innovation of the paper mainly reflects in two aspects as follows: ﹖he new evaluating points of view: from the point of view of relationship among elements in the river basin, this paper studies the differentiation of region of water environmental carrying capacity, (water body, surrounding enviroment and economic elements), and carries on the study on water environmental carrying capacity classification and subarea, which is helpful to control water environmental pollution and keeps water environmental carrying capacityconstant. Regarding CIS technology as the platform, based on monitoring datas of serial hydrology and water quality in hydrometric stations, the paper integrates the quantitative analyses of natural elements and economic elements to study the region differentiation; of water environmental carrying capacity.
