We chose the Dawenhe River System Area surface water as research object, and made a thorough and painstaking study on water environmental capacity according to partitioning functional districts of water protection environment based on the Study for Environmental Capacity and Total Quantity Control of Major Pollutants in Shandong Province worked by Shandong University and Shandong Research Academy of Environmental Sciences, And the capacity of COD and NH3-N in deferent river in the area were separated calculated.First, we used the average volume of flow of river in the most dry month and most dry season as design volume of flow. Second we fixed the target numerical value according to water environmental partitioning functional districts and determined the design metheds of every related parameter of model. As a precondition, the water quality judge sections we chosen must have integrated monitoring data as well as they must be as far as possible near the sections which have total quantity controled. We used the MAPGIS system to determine the distance between the up and down sections, and the river basin areas. Then we founded empirical equations, and chose suitable coefficient and parameter of water to calculated the environmental capacity of water. The capacity of COD of river at the average volume of flow in the most dry month is 7170.457 t/a, the most dry season, 11330.940 t/a, and the capacity of NH3-N 423.226 t/a in the most dry month, 692.122 t/a in the most dry season.It is the study that had such a prehensive systimic research in North China. The accomplishment can guide and lead the way to environmental capacity study in arid and semiarid area in North China. It found out the environmental capacity of the main transport line of diverting water from the South to the North. It also gave basic data for carry out water pollutants totol quantity control, and provided the scientific basis for water prevention and pollute cure.
