Water is the important material foundation for human subsistence, development and social civilization. China is lack of water, in our country, the average quantity of water per person is only a quarter of the world's average level. The shortage of water is especially severe in paper making industry. Two problems emerge under the traditional linear develop model of paper making industry. One is the severe condition of water supply, the shortage of water can be used becomes the handicap for the development of paper making factories. Another problem is the serious pollution of water environment by the discharge of large quantity of paper making waste water. In this paper, the theory of circular economy, clear production, ecological industry, sustainable development and environmental economy are employed as the lodestar. Based on the reference of the paper making industry and comprehensive investigation of the target factory, this paper take Tralin paper making group as an example. In this paper, an optimized model for water allocation conform to the actual condition in Tralin paper making group is established. The central content involves:(1) A indicator system is established to assess water utilized condition, the weight of the selected indicator is calculated by the Aggregate Analysis of Variance Decision-making Method. Water utilized condition in Tralin group is assessed by the Aggregate Indicators Method. Lateral comparison, vertical comparison and overall comparison are made to assess water utilized condition. The factors which influenced water utilized level are analyzed.(2) By the investigation in water quality demand in the main freshwater-consume workshop section and water qualities of all sort of water in paper making factory, several indicators are selected as key indicators. Set up a method that instead part of freshwater with low-quality water, and mix low-quality water with freshwater, then use the mixed water in paper making in order to save freshwater. The maximum mix proportion is calculated.(3) Analysis and assessment are made for current wastewater treatment condition in Tralin paper making group.
