Fuyang City, Cleaner Production Demonstration Pilot Study

Paper-making industry, especially from waste paper, is the main industry of Fuyang, and also is one of the main wastewater pollution sources. Cleaner Production is an effective method for enterprises to obtain the Sustainable Development. In this thesis, a demonstration projects of Cleaner Production was implemented in a paper-making factory. Based on the general investigation of 9 representative paper-making enterprises, the Fuyang Xucda paper mil I was chosen to be the pilot enterprise. Arid a meticulous Cleaner Production auditing was conducted in the waste paper I)ulpilig and paper-making processes. In the per-auditting phase, 10 no/low cost options were produced, which lead to a 156.8 thousand yuan direct benefits. In the evaluation phase, material inputs and outputs was balanced and cvaluatcd, and 18 options wcrc prodtrccd in material USeS, process innovation, housekeeping and regular maintenance. Further more, 5 medium/high innovation, housekeeping and regular niaintenance. Further more, 5 medium/ high cost options were evaluated for the feasibility on technology, environment and economy, and were finally recommended to be executed to win about 135 ton paper increase, 133.77 ton raw material reduction, 374.8 thousand ton water saving, and 71.21 fon CODcr , 130.65 ton 55 reduction, arid the direct benefits will be I. 14 mill ion yuan. On the basis of the generalization of international Cleaner Production information and the demonstration projects, the study extracted the methodology of promoting Cleaner Production in paper-making industry with waste papcr. And some suggestions and strategies were given to promoting Cleaner Production in Fuyang.
