As a important project in the marine monitoring domain of National High-Tech Research and Developing Program (863 Program) , Small Multi-Parameters Ocean Environmental Buoy is one of the significant facilities for tri-dimensional monitoring marine environment, which can take a long-term, continual, fixed, reliable measurement on environmental factors in very tough ocean circumstances. The tighten elastic mooring, a essential technology in this project, is a new -developed technology compared with the other technologies such as induction coupling data transmission, stability, the enhancement of property along with wave and environmental factors measurement, which has obtained a better effect in actual work. The research of this technology can make up the insufficiency in this field and improve the ability of our country in marine monitoring technology. The writer, as the project manager, takes charge of all the designs and studies and composes his master's degree paper in research process.This article first introduces the surveys of marine monitoring buoy, elaborates many kinds of form in buoy mooring, then illustrates the tighten elastic mooring technology, analyses the requirement of material choice and technical specification in each part of the buoy. It also demonstrates the concrete technology in attachment devices and proves the usage of tighten elastic mooring technology in this project. Finally it elaborates the related experiments during the research process and proposes a lot of suggests and conceives to the development of this technology at the end of the article.
