The sewage treatment industry is an important component of municipal utility industry and traditional monopoly industries. In recent years, along with economic and social development, the improvement of people's living standard, the water quality and water environment is increasingly demanded, therefore, the sewage treatment industry increasingly high degree of concern, sewage treatment services to the efficiency and quality of the increasing demands. Sewage treatment industry is although initially reformed in Kunming, but do not change fundamentally the current situation, sewage reform need innovation and breakthroughs.Thesis is to find the fact of inefficiencies in Kunming sewage treatment industry, to explore a set of practical policies and measures to guide Kunming sewage treatment, to increase effectively the sewage treatment volume and quality,to improve the quality of water environment in Kunming , to protect public health in Kunming, and to promote social harmony and economic development in Kunming, This paper analysis the result of the Kunming sewage treatment industry, identify root causes and the major influencing factors ,and Set forth the measures and suggestions of improving sewage treatment industry, Based on the theory of public service reform and actual situation sewage treatment industry in Kunming.This paper consists of four parts.The first part is the research to the theory of municipal utility industry reforming and the review of experience in domestic and international sewage treatment reforming.
