An Accident Due Under The Theory Of China's Coal Mine Safety Training

In the Third Session of the Sixteenth Central Committee of the party, Mr Hu Jintao proposed that we party should persevere the people-oriented policy and set up a sense of development in all-round, coordinated and sustainable way, so as to promote the overall development of the economy and human beings. People-oriented is the core of the harmonious society. For "human" is the motive source and the final objective of the social development. Setting up socialistic harmonious society is exactly to make the overwhelming majority people share the achievement of the social development and promote the all-round development of themselves.Safety in production is the most directive and actual issue concerned by many people. It affects people's security of life and property. The Session's proposing "Safety in production" is intensify for the scientific concept of development. The place of "Safety in production" is more brilliant, the goal of it is more clear, the focal point is more prominent, and the measure is more powerful, so scientific development should be based on safety. The concept reflects the connotation of "three represents", the substantive characteristics of "ruling for the people" and fundamental interest of the majority people. "people-oriented", first of all, is based on people's lives, while "scientific development",first of all, is to develop safely. To develop, is not to sacrifice people's lives.However, every year in our country, mining around two billion coal would cost about 5,000 miners' lives. The mine output in our country occupies 37% of the world, but the number of death caused by accident occupies 80% of the world. What's more, the death rate of mining one million ton coal is 70 times of the USA, 17times of South Africa, 10 times of Poland and 7 times of Russia and India. Especially, the problems that workers lack safety training are much more prominent. To carry out our party's policy of "Safety in production" and the country's disposition, we should strengthen the task of safety training. Speeding the construction of safety training and increasing the workers' inner quality is so imperative.The essay includes six parts. It starts from the origin, definition, application and the feature of the incident-caused theory, then, it analyzes the content and practice of the theory and also points the theory' significant effect to prevent accident. Next, the thesis introduces the historical process, current situation, the challenge met in the new times of safety training in our country. Through analyzing the causes of the accidents, especially those happening in the south of Henan, the paper dissects the problems existing in safety training. Finally, it raises our government's measures to prevent the accidents in mine. Such as, to implement the reform in property right of coal resource, raise the level of admittance; basing on and combining with the reality to carry out the training; to make up a long-term project; to keep the security plans of the mine steady and sustainable; build scientific and reasonable mode and judging systems; to practice the division between teaching and exam, so as to guard the pass of the workers' score; to strengthen the experts' training, and raise the treatment of the workers; to create a more benefit environment for better study and employment.
