Coatings Industry, Iso14001 Environmental Management System Performance Evaluation Methods And Case Studies

With the development of society and economy, a lot of environment problems have threatened continuous development of human society. ISO14001 environmental management system proves to be one of the key measures to achieve continuous development. It is necessary to conduct scientific evaluation on the effectiveness of environmental management system. Although ISO14031 provides process and frame to evaluate ISO14001 system performance, specific evaluation indicators, criterions and methods can be utilized. In addition currently there is no perfect environmental performance evaluation system in China.Coating industry belongs to domestic traditional high pollution industry and there are a lot of tasks of energy saving and emission reduction.Although nowadays quite a lot of enterprises implemented EMS, related performance evaluation methods are not established and it is difficult to conduct scientific evaluation on the effectiveness of EMS.So this study is come up with based on above backgrounds. In this paper, the evaluation indicators system including environmental regulation indicators and environmental management indicators have been established based on ISO14031 standard and national environment bureau order No.101(2003),domestic environment management regulations and standards and the significant environment factors and pollution specialty. The evaluation criterions have been established according to national environment bureau order No.101(2003) and other related regulations, domestic and foreign advanced cleaner production levels and pollutants discharge standards. In addition, effective evaluation methods have been set up based on fuzzy comprehensive evaluation including subjection degree establishment through experts direct evaluation and subjection function and indicators balance establishment through equal balance and the Analytic Hierarchy Process. Meanwhile, with Rohm & Haas (Shanghai) Special coating Ltd., co as case study, application of environmental performance evaluation is explored and corresponding measures have been come up with for the weakness from evaluation results. Finally research results and the problems need to be studied further have been summarized.
