Low-carbon Economic Development And Consideration

Since the 1980s, the global climate change caused wide and serious concern. It is not only an environment problem, but reflects the changes regarding energy development and economic development. The world economy hopes a way that can solve the energy and environment problem, and at the same time, stimulate the new economic development. The way is'Low Carbon Economy'. Against this major background, we should develop a new series of economic index to fit the new economy.This study believes the key factors of low carbon economy are economic development, technology progress, institutional innovation, as well as energy saving and emission reduction of key sectors. The technologic progress is the most important point, and the economic development strengths the development of low carbon economy. The institutional innovation is the catalyst, and focusing on key sectors to reduce emissions can guarantee the greatest reducing rate of carbon emissions at this stage. In addition, this paper summarizes the status of global carbon emissions, and analyses the experiences and strategic objectives of some developed and developing countries, as well as pointed out further that China should develop its own low carbon economy which is not completely same as other countries under the new situation.This study sets up a series of index appropriate to low carbon economy, based on the principle, methods of the evaluation index selection, and combined with the characteristics of a low carbon economy. This index did not restrict with a macro level analysis, but analyzes key sectors, according to the requirements of the development of low-carbon, and take the coal electric power industry as an example for analysis. Further, this paper uses the scenario analysis to explain the electric power possibilities frontier and the structure changes regarding it.
