With the rapid progress of national economy in our country, power becomes more and more important. Realizing safe and economical function of power system and ensuring reliability and quality of power supply should not be ignored. All these cause huge press to distribution system in our country. So it is obviously urgent to modify current status of weak network, lack of reliability, high wastage, poor quality of voltage and low level of automatization. Rebuild high-voltage network must be carried outMedium-voltage power network planning is the main part of power system planning and city planning, so doing it reasonably is the prerequisite condition of realizing the economic and social benefit to country construction and city development. The paper is based on the course of planning of Kunming network that I ever took part in.Paper begins with the necessary and required principle of network planning to build up the technical gauge of distribution planning. then after the significance and necessary of load forest are analyzed, the theorial proof is described and the principle of several traditional load forest methods is concluded, and it seperately forests the energy cost of total region and various vocations. Sector load forest should be carried out according to the land planning following with the result of total load forest to distribute the total energy in order to calculate the power and energy equilibrium.Secondly, in substation location planning, computations and programs of models are decided on finding the best one under certain load, by quoting optimization theory to found mathematical model of single-power-supply and multi-power-supply successive locating based on the minimum principle of load matrix. Lastly, describe the reactive power affect for networks, simple theory of reactive power compensation, meaning of improving power factor. Provide two simple methods:sensitivity factor and reactive component analysis methods, to find the locations that affect network losses most and allocate optimal capacitor.
