At present, the power of international terrorism is so strong that becoming a serious threat not only to the peace of the world but also to the national security of China. In addition, traffic congestion and bad road condition go against the rapid response of the police force, and these situations nearly appear at every big city all over the world. Therefore, it is significant to develop Intelligent Command and Scheduling System for Police Vehicles to protect the lives and property of people and the national security. As the development of IT, it is realizable to achieve the implementation of the system. The application of the system will improve the amount of information and the efficiency of anti-terrorist in command process.The main scopes of the dissertation:Research on the technology which support the implementation of system; design the whole system and the interface to external information transfer; finalize the subsystem of path routing respectively in the algorithm of shortest time and least congestion; Focus on the test of GUI, function and performance of the subsystem. Finally, evaluate the software quality together with providing test results and suggestions.The outcomes of the dissertation:Analysis on emergency incidents management, gain the information flow in real task; achieve dynamic path routing base on the past experience on static state; the real-time observation contain the route length, the average speed of road section, especially the traffic light latency time. Establish the physical and logical link between the geography information system for police (GISP) and the command chain of CAPF. Design and implement the intelligent command and scheduling system for police vehicles by practical using.
