With the developing of road transportation, highway mileage has rapidly increased and extended to the west region at the same time. The increase of mountain highway plays an important role in national economy. Unfortunately highway traffic accident is rising higher and serious, especially in mountain highway. Since highway traffic accident has brought about property loss and bad effects concern the whole society, highway traffic safety arouse much attention of people. In these issues, traffic safety problems of long steep section have became a difficult problem of highway design. The article brought forward traffic safety problems of long steep section, based on operating speed theoretic and its application in highway design practice. The purpose of the article is improving adaptability between vehicle operating speed and road design of mountain highway, further, improving safety level of highway, reducing traffic accident rate of long steep section and property loss.The operating speed theoretic has developed rapidly and obtained many important production. At present, it has become an emphasis tool of road transportation, and scientific according and method. The article is based on disadvantage of design speed and highway design method, and relationship between operating speed and traffic safety, and make a emphasize research on technology specialty and distributing specialty of operating speed. Furthermore, the article comes up with measuring method and outlines of operating speed of mountain highway. On the basis of present highway design method, the paper researches on safety design of mountain highway process by operating speed, and summarizes safety treatments of highway and its application method and key points.Since design speed can't reflect drive property and running demand, it has location and theory limitation. Though operating speed theory, on the basis of road design method, original design and construction design was organically combined. Then plane and vertical section design could be optimized to get better route, which operating speed is continuous, by operating speed test adjustment. Otherwise, long steep section has little chance to adjust speed continuity and consistence. In this condition, we can take some safety treatment to cope with, such as emergency refuge lane, climbing lane, forcing speed bump, cooling tank and water supplier.
