Freeway Incident Management Research

In this paper, firstly expounding the concept of freeway incident and its characteristics, analyzing the impact of freeway incidents on the traffic flow; on these bases proposing to manage freeway incidents and analyzing some available technical and strategies for incident management; then proposing to build freeway incident management system according to system engineering; and then introducing Nation ITS Architecture into the development of freeway incident management system, and based on it building a set of steps for developing freeway incident management system; in the end, applying the GIS technologies on freeway incident management and developing independently the geographic information platform for managing incidents emerged on Capital Airport Freeway, providing a visible and virtual reality environment.
