Freeway Incident Management System Based On GIS

With the rapid development of expressway construction, all kinds of traffic accidents apparently increased, that severely threaten the life and property of the people, so building of the emergency incident management system becomes the issue. Applying GIS (Geographic Information System) technique to the expressway construction and management of our country is a high–efficient and important foundation works of managing the backbone of national expressway of our country and is one of the important means to push expressway construction and management into modernization.The main researching content of this paper is generalized as following:1. Demonstrating the ponderance of the expressway traffic accidents and the necessity of the emergency rescue once expressway traffic accidents occur; Through studying in the actuality of the emergency rescue in the domestic and overseas expressway traffic accidents, pointing out the existing deficiency of emergency rescue in our country now, based on this point the author builds the system and framework of accident emergency rescue that is suitable for the expressway actual conditions in our country and has some reference values for the development of GIS and incident management system relevant to the expressway.2. According to the studying results on the management system and framework of the expressway incidents, combining with the project of emergency commanding system in the running and dispatch of the north-sect of Ning-Lian expressway, from the sides of database content designing, metadata designing,relating data etc., the author makes a research the content and the structure of the database in the expressway incident management system , and bringing forward the database designing of expressway incident management system that is suitable for the conditions of our country and has some reference meaning for the research of relevant freeway management system.3.Surrounding the dynamic segmentation, the technological route of dynamic segmentation, linear reference and dynamic segmentation model, researchs the technique of dynamic segmentation, demonstrates the implementation method of dynamic segmentation, realizes the mutual conversion of the orientation datum of highway mileage and earth coordinate. The author puts forward some specific solutions in allusion to some questions in the applying process of dynamic segmentation, such as data redundancy,mileage measure error, linear overlay taxis and incident dynamic display.It has important reference values for the development of GIS relevant to linear establishment.4. Based on the studying in the framework, database designing and dynamic segmentation in the expressway incident management system, using MapObjects etc computer techniques and successfully carrying out the emergency commanding system in the running and attempering of the north-sect of Ning-Lian expressway.
