The conjunctive operation system,which is mainly for hydropower generation,flood control and other purposes,is composed of Songshan Reservoir in the Manjiang River and Xiaoshao Reservoir in the Songjianghe River. Through the diversion canal,the water in the Songshan Reservoir can be transported into Xiaoshao Reservoir. The main objectives of this paper are derived operating rules for the conjunctive operation system. The key contents include the two parts. In the first part,the four feasible alternatives for the conjunctive operating system are first presented,followed by initial operating rules. The variables for energy of all alternatives are obtained by the regulating long series of historical flow and are the base of optimal selection for the second part. The optimal selection of alternatives for the conjunctive operation system involves many factors,some of them are quantitative,some are qualitative,it is hard for classical methods to deal with. In this paper,fuzzy optimal selection theory,which is presented by Professor Chen Shouyu,is adopted to evaluate and select these alternatives with multi-objectives. The results show that the result is consistent with what obtained using kinetic index method,more scientific and reliable.
