Huanren Reservoir Operating Rules In East-to West Water Transfer Project With Fuzzy Optimal Model

Shenyang,Fusun Benxi Liaoyang Anshan and Yingkou,these large and middle cities located in the middle and down reaches of the Liao River are greatly shortage of water and the water in the Liao River cannot satisfy their demand. It is necessary to divert the water from another river into the Liao River. Thus,a project,named as East-to-West water transfer,is being planning for solving the water shortage of the mentioned above cities. The project will transfer the water from the main stem of the Hunjiang River into the Dahuofang Reservoir in the Suzihe stream,a tributary river in the Liao River,with 80 kilometers tunnel. Due to the possible change of flow and the redistribution of water resources,the project will have a certain impact on the operations of the cascade hydropower stations in the main stem of the Huijiang River. The main focus in the paper is on the operating rules of the Huanren reservoir in order to reduce the losses due to the project as far as possible. The following three alternatives are used to assess the impact caused by the projects,(l)the entrance of tunnel is at the downstream of the Huanren dam and the main purpose of the Huanren Reservoir is to supply water for the project,(2)the entrance of tunnel is at the downstream of the Huanren dam and the main purpose of the Huanren Reservoir is hydropower generation and (3)the entrance of tunnel is at the upper of the Huanren dam. After calculating and analyzing,the important index of three alternatives are obtained,such as supply water storage,losses in energy,etc. The fuzzy optimal model is utilized to evaluate and select the alternatives. According the fuzzy sets theories,the second alternative is optimal and recommended. Correspondingly,the operating rules of the Huanren Reservoir are gotten.
