Yulou is located in the eastern part of Panjin city. It is 38 kilometers away from the center region. Being the important part of Panjin city, it is the main region of resident's migrating and industry development. It undertakes such important functions as zoology protection , industry base, living and inhabitation area etc. . It has 20,000 dwellers and 3,636,200 square meters lands.Yulou developed with the construction of Liaohe Oilfield. It is digging base for petroleum exploration. It has tremendous history and contributed a lot to the initial stages of Liaohe Oilfield. Being restricted by history condition and social backgrounds, constructors of Oilfield neglected production and living environment construction . As a result, it has low centralized domino effect and the problems of resident-moving-out is very serious.On the basis of field survey, this paper analyzes the comparatives advantage of Yulou and make clear Yulou's main development trend in the future and opportunities brought by development of Panjin city and Oilfield , From the point of small town of Oilfield, by making use of small town planning and developing theory and following " three benefits" and "four basic laws" , this paper intends to find out various kinds of factors that restrict small town's development and find a way to prevent Yulou from shrinking and therefore ensure it to steadily develop and find new idea of future development for Oilfield base.
