This paper presents a feasible scheme of reactive power compensation on the basis of eleven-area theory. It uses PLC as secondary-computer and person computer as host-computer. PLC has the high reliability and the strong not interfered capability and convenient maintenance and debugging. Person computer has the advantages of data processing and display. The both are combined to constitute an intelligent reactive power compensation and control and excution. The equipment uses vacuum circuit breaker as executing components and use parallel capacitor banks as compensating components. It can check in or out capacitor banks cyclically. In order to realize automatic and intelligent control better ; and to enhance the effect of electric power system's reactive power compensation and the economy of power network; and to minimizing the times of checking in or out capacitor banks makes reactive power adjustment optimum, fuzzy control technology and genetic algorithm for reactive power optimization are proposed. We also mention how to make voltage and reactive power control optimum in the integrated automatization system of substation.
