With the background of a model of antiaircraft artillery system, the related theories and software design thoughts of target measure system are studied. Digital simulation and experiment in national shooting range demonstrate their effects. The following is the main content of the paper:1. The theories and methods of the software design of targets measure system are introduced, which offer the theoretical foundation for the realization of software design.2. The thought that sampling frequency in targets measure system confirm as 3 is studied for the first time. It is proved from three aspects: the frequency spectrum of track, the error requirement of project and the rate of maximum number of allowable lost points in project.3. The application of principle of offset extraction from image in project is demonstrated for the first time. The factors that influence the laser echo rate are analyzed in this paper and then elucidated that the application of this principle improved the echo rate greatly.4. The results of the analysis of the data got from national shooting range are presented.The software based on these theories has passed strict test and obtained satisfactory results in national shooting range. Furthermore the target detection system has already applied the patent for invention of national defence.
