In this paper, according to the demand of reliability-based evaluation, bridge is divided into three parts: superstructure, structure transmitted load and substructure. Based on the reliability assessment of every member, holistic judgment is integrated.Calibrations values of design target reliability index are presented correspond to the active Specification for Design of Reinforced Concrete and Priestesses Concrete Highway Bridge and Culverts, And it is used as a jumping off point in evaluation criterion, which was setup in this paper. Calculation methods of reliability index corresponding to time of bridge structural member under a single destroy mode is given.Based on the conventional reliability theory, component is treated as a system, multi-destroy-mode would appear in identical section is taken into account; calculation method of evaluation index that is used for member and the whole system is put forward.Design target reliability index is used as a jumping-off point, load-capacity reduced rate regulated in Specification for Highway Maintain and Technology is used as classification measure to divide bridge sorts, evaluation criterion is setup used for secondary highway bridge and its members. Scientific theory foundation is built up for formulating rational maintains and reinforced scheme.
