After passing generator price competition modal, our power market will turn into free modal in which power generator part and electricity transmission part are independent each other. With transmission open access, electricity transmission company as independent economic entity need get transmission charge from consumers. How to allocate transmission service cost into consumers becomes a focused problem. Main problem of it is how to recognize sharing cost of transmission facilities of the consumer.Many kinds of methods about transmission service cost allocation are proposed. Such as embed method, sensitivity method, power flow increment method and power flow tracing method. Power flow tracing method traces node power flow, and get relation between generator injecting power and load power, and power amount that generator injecting power and load power flow the transmission facilities. Because power flow tracing method is clear and simple, it becomes a popular method of transmission service cost allocation.Traditional power flow tracing method is based on the proportional principle, It is applicable in a pooling market model, but not in a bilateral-pooling market model. Because the proportional principle based power flow tracing method can't take into consideration of power flow direction of the bilateral contract. Bilateral contract is special in power flow direction. After generator plant make a bilateral contract with consumer, in fact the position where bilateral contract power flow injected and outflow has been appointed. Based bilateral contract first principle, a novel power flow tracing method is proposed which can take into consideration of power flow direction of the bilateral contract. Analysis of the problem by graph theory shows that the Power Flow Weighed Digraph can be divided into bilateral contract Weighed sub-Digraph and pool contract Weighed sub-Digraph. Bilateral contract power flow tracing is a mathematical planning problem which can be solved by optimal method, while pool contract power flow tracing can be solved by the traditional proportional principle based power flow tracing method.At last four examples are used to illustrate the tracing process and the results show that the proposed method is feasible.
