This thesis investigates time delay caused by wide area measurement system in modern power system and its effects on the power system controllers, and designs twotypes of FACTS controllers--TCSC and UPFC in consideration of time delay of thefeedback signals.Due to the large scale and intricate structure of modern power system, local controllers and protection ways based on local signals have been unable to satisfy the demand of damping oscillation, systematic control and dynamic security defense of large-scale power system. One of the solutions is to design power system protection and control based on global signals from wide-area measurement system. So the demand for employing WAMS that could be used to maintain or improve the stability of the system from an overall view has been increasing. The power system is a typical nonlinear and multi-delay control system. Unlike the small time delay in local control, time delay in wide area power systems can be very large and can have a vital impact on the on-line control of wide area power system or even causes no effect of the controller. The impact of time delay on controller designs has been ignored in power systems for a long time, but becomes a pertinent topic in recent years with the proposal of wide-area power system control.This thesis 1) investigates time delay's research status and its effect of power system modeling and control. 2) sets the power system model installed respectively with TCSC and UPFC. 3) sets the consecutive constant linear single-delay model for the system and researches on its stability when the system is subject to different time delay in feedback back signals of the controllers. 4) designs controllers' parameters in consideration of time delay based on dynamic time-delay system and Linear Matrix Inequality (LMI) theory. 5) finally validates the designing method by digital simulations in three systems-- single machine infinite bus system installed with TCSC, single machine infinitebus system installed with UPFC and 10-machine 39-bus New England system installed with TCSC.
