Along with the development of regional power network, the structure of network becomes more and more complicated. And due to the introduction of power market, it becomes indispensable for the power suppliers to take effective measures to depress the cost of power transmission so as to improve the benefit of their own.Nowadays, decentralized control is usually used to control the reactive voltage. And the general method of its application is so-called 'Nine Region Figure', where measures should be taken according to the location of the situation in the figure. This method is relatively simple, while it cannot realize the optimal control in the whole region.In recent years, SCADA/EMS has been widely used in power system. The voltage regulation transformers and the compensation capacitors have also been applied into operation as well. This research is to develop a grading reactive voltage control system with the mode of local regulation / central station. Since the voltage not only has relationship with both the reactive power and the balance of reactive load, but also relies on the structure of network and capability of voltage regulation, the system takes all the factors above into consideration and adopts the methods as follows: realizing grading control and management according to the voltage level and region partition, realizing jointly regulation and information pool by the application of advanced software in local and central station, realizing the optimal control of reactive voltage based on the measurement data from the regulative automation system and the angle of the whole system, realizing the exact application of reactive compensator and the on-load tap appropriate changer for voltage regulation transformers , and realizing the balance of reactive voltage in local site. Thus the target of improving the ratio of voltage eligibility and minimizing the transmission cost can finally be obtained. And through this system, the automation level, the reliability and the profitability of Jinhua power network can be greatly improved.
